I don't know about swans, but I know many farmers back home that have geese instead of watchdogs to take care of the grounds around the house (the dogs are busy taking care of the sheep flocks). I've heard of some people who got a broken fibula because of a goose pecks to the leg.

just a quick check, I'm thinking of talkin go the head arbitrator showing my Arbite ID, saying that my goal here is to hunt down a perticular perpetrator that has ran away from his protectorate. would that be a sensable cover story?

I guess by his protectorate you'd mean your protectorate. That could make sense, I guess, but since you're from a different galactic sector, it would have made more sense if you just sent a detention order and asked for the criminal's extradition. Your character would know that as the usual procedure.
You can use your credentials anyways. Think that the Arbites are usually the final representatives of imperial law in the empire. I don't know if you're familiar with Judge Dredd (either the comic books or the movies). If you aren't I'd recommend the latest movie (the one with Karl Urban in it), it's pretty accurate to what an arbites' role is. Cop, judge, jury, and if needed be, executioner.

That's right.
Anyways, the numbers are supposed to be random. I do not know how the plugin works, I haven't looked at the code, but it gives enough variety to assume it's random. The thing I don't know is why Nathan usually gets the higher rolls. It also can be because you've rolled the most for now, so you get more high numbers (you get low numbers, too).
The problem with randomness is when do you get the bad rolls. A botch in an insustantial roll trying to do a non-vital task makes you feel that you're unlucky, but you get over it quickly. Botching the dodge roll when a Chaos Marine is going to butcher you with a chain-axe is a much harder hit, and you might die from it.
If you have a 50% in dodge, half of the time you'll be dodging, and half the time you won't, under normal circumstances. Of course, it's not the same when you're hit in the face by a cream pie in a bar fight, or when a bolter round does it in an altercation on a dark passage.

Remember you can only roll untrained basic skills (like charm), but in that case you roll against half your attribute (rounding down)
So, for untrained charm with 33 fellowship, you roll against 16.

Well, the all-out attack gives you +20% to the WS roll. Most percentile systems have the problem that the characters are poor at first, then they get decent or even good. Then you have the ones where the characters begin up to 80-90%, and when they advance they get over the 100%.
Finally you have the systems in which the character begins with good chances but doesn't advance, or the advancement is almost irrelevant.
Here, you can get up to +20 in a skill, and take the attribute advancements, plus some of the talents might help too. You can end up with a +30/+40 when you top the careers offered in Dark Heresy. Then we go to the Ascension book, and things get quite awesome.
Now think of yourselves as imperial stormtroopers. Remember, in Warhammer 40K, Imperial guard fails 50% of the time, except for the flamer guys, that use the flamer template (and that's why my catachan army had flamers in every effing vehicle, and I carried as many template weapons as I could... flamers, mortars, missiles...)

The melee combat is a little bit complicated unless you begin racking bonuses up. Outnumbering an enemy gives you up to +20, certain talents (like blademaster) allow you to reroll melee rolls or give you a straight bonus to hit, feinting allows you to negate dodges/parries from your enemies, and so on. Yeah, shooting might be easier in most circumstances, but you don't add your strength bonus when shooting.
