Completely in-game, rolls required (charming, deceive, intimidation... whatever works for you), with bonuses for role-playing (up to the usual +30 cap). You can do it individually or collectively, but depending on how you handle it, the difficulties may vary.
As a perfect example, think Gandalf bringing Bilbo and the Hobbits to Beorn's house (in the book, of course). Had they gone all together and asking for stuff... well, Beorn would have probably kicked them out.

So what should we be doing now? I'm thinking of leaving a message with the Inquisitor of our finding, go further to find out if millions need to burn with Exterminatus (From what I read this is the Imperiums goto solution with a infestation).
Also I'd like to pick up one of the shock mauls the others picked up, I could say it was inscribed with the name of a previous Arbite? let me know if this works

Maybe you'll notice I've edited Ash's last entry. It was mainly to put the alter in, but also to censor the metagaming knowledge of Patriarchs and Magus.
Since Ash doesn't have any xenos lore, he couldn't know about that. I'm happy to discover that people know how to use google, but your characters can't. They will have to use old school techniques to discover more things about that.
To be fair at this point, I've already given you a lot of information since your characters wouldn't know where to start, but you have to work from here to get the rest.

So whats the plan?
Judging from how the Imperium works they can virus bomb the planet, kill every living thing on the world. Come back with colonists after brief terraforming to re-establish the air and soil bacteria and be back in production in 20 years. Otherwise there is no way to root out every hybrid in a population of a billion. What we want to make sure is if the infestation is really that deep, or is only some hybrid is left and we can actually isolate and kill those.
So I suggest we talk to the Colonel Mortz first, maybe they can provide the distraction while we go in to find our what happens. we can leave records to the ships above so they can begin Exterminatus if they don't hear from us.
Also how was the stealers broght to Epsilion? could there be records from hulks or derelicts from the records? (thats not really my department, I'll leave this to more tech savvy charcaters)

If we can bait their leader out anyhow, or at least identify him, we can try to eliminate him. Otherwise, I don't see how we could fight against them, except by wipping out the whole world ^^

Yeah, a litte bit of off-the-record planning could be useful Many inquisitors (specially the puritans, and among them, the monodominants) are really trigger-happy and won't hesitate to blast an entire planet, or even a whole planetary system. Viral bombs don't usually work against tyrannids/genestealers, so we're talking huge nukes or making the sun go nova to wipe out the entire system. After using virus bombs, the world is basically dead, same as if you nuke all of it. Besides, virus-bombing is why we can't have nice things: Istvaan III

"HOME" RULES FOR REQUISITIONING:
Okay, so the first wishlist you're able to do is here, and seeing Titus' List, you'll probably need to make lots of rolls to requisition all that.
OBJECTS REQUISITIONED:
- Maximum "wish list" size is 25 single items for every character (including ammo, grenades, and another disposable items). - Everyone can get up to 10 objects of common availability for free, without needing to roll. - Everyone will be able to prioritize between the rarer stuff he wants, rolling in that order.
ROLLS:
- The proper skills for requisitioning are Charm(Fel) or Deceive(Fel). - Being open about being an inquisition acolyte, you get an initial +10 to your percentage for free. - Role-playing bonuses apply normally. - If you agree to to return the object right after the mission's over, you get a +10 to your roll. - The maximum bonus/penalty is +-30, but being an exceptional situation, you can get more than a +30 from good role-playing, to compensate for the higher penalties you might get by other factors. - After every requisition roll, the difficulty will go up by 10 (you'll get a -10 to your percentage). - You get to roll once for every item in your list. You may retry to requisition it, with an additional -10 to the roll (in addition to the cumulative -10 for each roll you made earlier), but it will count as twice the slots it occupies. - Armor takes as many slots as protected locations, but you only roll once to get it. If you reroll, it will take twice the slots it would normally take.
DIDN'T YOU GET YOUR OBJECT? You may try to find the object in the stores or black market.
TO FIND AN OBJECT FOR PURCHASING:
You have to ask around the right places. To do so, you'll have to roll Inquiry(Fel). To find the standard difficulty, you need to check the following table to know the base difficulty to find the object, depending on its base availability and the size of the city you're searching in:
Once you've checked the base difficulty, check both the availability and the difficulty to find the object in this table, and add the modifiers to see the final modifier for finding the object.
- Roll Inquiry(Fel) with the modifier you got.
You'll be able to roll once in a period of time that depends on the availability of the object and the population size of the place you're in:
That means that if you looked for a scarce object in a city between 10K and 100K inhabitants, you'd be able to roll once every 1D10 hours (you'd have to check how many hours for every roll).
Okay, you found your object. Now what? You get the chance to put those other Fellowship skills to work and try to negotiate the price with the seller. Normal Roleplaying bonuses apply.
Also guys, remember the loot you picked up from those guys, and see how you distribute it.

Titus plans to outfit all members of their party with Exterminators as make-shift flamethrowers. He will do all necessary blessing rituals as he attaches them to their ranged weapons. (Also, I was unsure if I should list the ammo for the shotgun as a separate item or not. Let me know if I should, and I'll adjust the list.) Items to Roll For, in order:- Mechadendrite, Medical
- Mechadendrite, Optical
- Mechadendrite, Utility
- Flak Jacket (AP 3, arms, body, legs) (average)
- Flak Helmet (AP 2, head) (average)
- Magnoculars (average)
- Lascutter (average)
- Respirator/Gas Mask (average)
I intend to roll for each item individually and reassess rerolling or not, based on success. My character is most interested in obtaining his first mechadendrite before anything else. By the way, what's the population considered for this hive?

Also, what are the rules for rolling on something when your chances are below 0? I think my first roll will be at a 01(22 fel, untrained, 11, civilized area -10, 01% chance), but everything after that is negative(-10 for each succcessive item). Also, do we have any money? Can I requisition money to buy the other things?
PS, Nathan. Flack Jacket is 3 slots, 1 roll, so anything after is at -30 not -10. Best put it at the end of the list.

Well, you can try to compensate your lack of skill with role-playing, but you can also let the more fellowship-savvy members of your team to do the requisition rolls for you. You can even help or complement their role-playing if you think their exposition fell short.
Oh, it's better to write first, and then wait for me to tell you the role-playing modifier, then go for the rolls.

No, that's incorrect. As I say in the rules post, the difficulty is modified for every requisition roll, not for every slot ocuppied. Check it.

Aw man this is taking forever for me to pick out stuff! i keep getting confused what things I can or can't use... I know I want flak jacket, and helmet possibly a good eye upgrade to see distance or see in the dark can i get gas mask? Flame resistance to my clothes? (if i end up using flame weapons, that might be useful, ey?) i need a communication device for teammates, possibly with location pingers. Helpful too. med kit the last weapon I picked up off the guy I shot not sure what else T_T Seriously reading through over and over sorry I'm also sick and dealing with sick toddler, so seems like i can't be at the comp for more than 10 min at a time

Don't worry, I'm taking care of my sick daughter who only has a cough but not fever, and she was gentle to pass that to me... with fever. Yesterday I had to lay down at 7 pm because I couldn't stand upright.
The comm device is a micro-bead, like probably most of you already have. If titus (or someone with good tech use) gets an auspex, you can also ping people in a made-up map. Think of the Auspex like a mix of a Star Trek tricorder with one of the sensor display the marines used in Aliens.
The eye upgrade is a bionic one, are you going to ask for your eye to be ripped out in order to put a bionic improvement there? Also you'd have to buy it, since it's a permanent ugrade and non-removable. With time and materials, Titus should become proficient enough to craft bionic implants and weapons.
You can get a gas mask without too much trouble, a standard gas mask shouldn't be too rare.
The flame resistance would count like an upgrade to your clothing, let me work that out and get back to you.

There's that Volcanis Shroud heat resistant armor if you want ideas. (IH p.125) I'm coming down to a final list. It's tough to make a list when you aren't sure which pieces will show up and which wont. I keep being worried that I will end up with ammo and upgrades for weapons, but no weapons themselves. Also, what's the population of St. Sebastian, Oriol? I need to know so I can decide whether or not to give up on Very Rare right now, or try to get lucky...
